Millstream Arts Festival We are a non-profit organization dedicated to promoting visual and performing arts. Millstream Arts Festival is an annual event that has been in existence for almost 40 years and, for the past 17 years, in downtown St. Joseph, Minnesota. It is an outdoor juried art festival in a festive environment with a wide variety of visual arts, literature and poetry, music, dance, enticing foods, hands-on art activities for children, and much more!
